Dispatched From Moldova

Our team traveled to Moldova to meet the people who book American freight and to investigate reports of freight fraud linked to the country.

TGIF. Carrier411 says it tracks roughly 600 MC numbers tied to organized crime and freight fraud linked to Moldova. Our team spent three days in Chișinău looking for answers inside dispatch offices, trucking companies, and brokerages for our new documentary.

📈 Q4 Truckload Rates Projected to Hit Four-Year High. Fourth-quarter truckload rates are projected to reach their highest level since early 2022, according to the TD Cowen/AFS Freight Index, with the rate-per-mile index forecast to climb 23.4% above the January 2018 baseline, up 14.7% year over year. The report points to regulatory enforcement removing drivers and closing training locations, limiting how quickly capacity can return. Weekly spot rates, meanwhile, were essentially flat in the week ending Oct. 9, dipping just a tenth of a cent per mile, even as diesel fell for a third straight week to $6.18 a gallon. AFS CEO Andy Dyer attributed the climb to “steady demand chasing a shrinking pool of trucks.”

📦 Edge Logistics Sues Rival over Stolen Customers. Chicago-based Edge Logistics is suing rival Freight Tec Management Group and four former employees, alleging they secretly built competing businesses on company time, then funneled customer accounts to Freight Tec before resigning. Edge says its expedited-freight division dropped 66.4% within weeks of the May departures, while the rest of the company grew 8.5% over the same period. The 51-page suit also alleges a customer contact demanded kickbacks funded by inflated freight charges in exchange for routing loads to Freight Tec. An attorney for the four former employees says they dispute the allegations. The suit does not specify a dollar amount in damages.

✋ Sikh Coalition Pushes Back on the English Rule. FMCSA’s English Language Proficiency rule drew more than 2,200 public comments, most in support, but the Sikh Coalition filed one of the few formal objections. The Coalition’s own analysis of FMCSA data found just 0.19% of roadside inspections between 2021 and 2025 involved a driver’s inability to communicate in English, even though ELP violations made up 9.1% of out-of-service orders during this year’s Road Check Week. The group raised concerns about unclear enforcement criteria and asked FMCSA to withdraw the rule entirely. American Trucking Associations raised a separate concern, warning that proficiency “may be deemed sufficient by one officer yet insufficient by another.”

What Happens When EDI Stops Being a Barrier?

For most brokers, every new EDI connection comes with a question: is this customer worth the cost? KCH Transportation stopped asking. After switching to Bitfreighter, they cut EDI costs by 70% and grew from 50 trading partners to more than 270 in two years.

"When the barrier to connect is lower, you can take chances on customers and relationships that you may have approached differently before." — Hunter Landreth, CEO, KCH Transportation

Trusted With the Freight, Accused of the Fraud

A flatbed is empty in New Jersey. A broker has a load going to Maryland. The dispatcher calling about it is calling from Chișinău, Moldova.

It’s 11 p.m. there, while it’s only 4 p.m. in New Jersey.

It’s a familiar negotiation, happening thousands of miles from the truck. It’s also one of the scenes in Dispatched From Moldova, our new FreightCaviar Originals documentary, out today.

Why We Went

Chișinău: even the abandoned building flies the flag.

Moldova has become a regular subject in freight’s arguments over overseas dispatching. Brokers talk about fraud, stolen identities, and the difficulty of knowing who is handling a load.

The dispatchers we spoke with described their work and pushed back on suspicions about overseas operations.

We wanted to hear those conversations in person.

Our team traveled to Chișinău to visit offices that handle American freight from Eastern Europe.

Over three days, we sat with dispatchers and business owners, listened to calls, and asked how a country thousands of miles from the U.S. became part of the daily movement of American trucks.

The pandemic freight boom is part of that story. So are family connections, Moldovan drivers who started trucking companies in America, and young people who found they could build a career serving a market they had never visited.

By some estimates, well over 6,000 people in Moldova now work in U.S. logistics.

Working America’s Hours

Inside the Route One office in Chișinău.

The documentary takes you inside that working day, which can stretch well past midnight in Moldova.

There are dispatchers building teams after starting alone at home. There are owners whose social media videos bring in customers. And there are people weighing what the job will look like when they have families and can no longer spend their nights on the phone.

“Too many companies depend on us,” one interviewee says.

That dependence also raises questions for American companies hiring overseas. Who controls the operation? Who handles the money? And who is accountable when something goes wrong?

The Questions Get Harder

Behind the scenes of the interview with Serge Raducan, founder of Kovin Group.

We ask about double brokering, rate cutting, and the reputation following Moldovan dispatchers into their conversations with U.S. brokers.

We also hear allegations from Carrier411 about freight fraud and organized crime.

The people in the film have plenty to say about both.

You’ll hear their answers, watch them work, and see what happened when we brought the cameras into their offices.

📄 Checking the POD Won’t Save You From a Claim. A LinkedIn post warns brokers that forged PODs and BOLs are being sold openly in industry group chats, so a clean-looking document doesn't guarantee the load was ever delivered.

🚫 No More Playing Peekaboo with Toll Authorities. States are racing to ban the gadgets that let drivers dodge tolls and cameras, after one toll authority reported losing $40 million in a single year to the problem.
