🦃 Thanksgiving Week Brings a Spike in Cargo Theft. Cargo theft is expected to surge again over Thanksgiving, with Verisk CargoNet urging carriers and shippers to tighten security as organized crime ramps up during the holiday. The company says theft incidents during Thanksgiving week have risen sharply — 79 cases in 2024, up 65% from 2023 and nearly triple 2021 levels. Criminals prey on high shipment volumes and reduced staffing, targeting food and beverage loads first, followed by household goods, electronics, and vehicle parts. Total losses in the 2024 analysis period hit $9.5 million. CargoNet advises strict carrier verification, secure parking, and extra caution when handling high-value or unfamiliar loads.

🤖 DHL Tags With HappyRobot to Boost Its Operations With AI Agents. DHL Supply Chain is rolling out AI agents from HappyRobot to automate routine communication across its global network, from driver check-ins to warehouse scheduling, freeing teams from constant emails, calls, and follow-ups. After 18 months of testing where AI could add the most value, DHL now has agents handling hundreds of thousands of messages and millions of voice minutes, improving speed, consistency, and employee workload. Leaders from both companies say the partnership is about smarter, more sustainable ops: AI takes the repetitive tasks so people can focus on higher-value work, boosting both service and job satisfaction.

🛑 Update: Correction on Operation Buckeye & the “400 MC Numbers” Claim. A source who requested anonymity reached out to us, clarifying that Dumitru Ciudin did not personally run 400 MC numbers. He operated two (Select Corporation and a chameleon carrier under his wife’s maiden name, allegedly) but was part of a "Moldovan fraud network" totaling "roughly 400 MCs." That network reportedly is tied to double brokering, identity theft, and nationwide freight scams. Ciudin’s team allegedly has a history of withholding documents, submitted fake paperwork, and skipped depositions, until Operation Buckeye, led by Carrier411 with HSI/ICE, resulted in his arrest.

Over the past several weeks, CDL enforcement has escalated into one of the most active, and politically charged, areas of freight regulation. From immigration sweeps in Texas to English-language crackdowns in Mississippi, from California’s CDL revocations to New Jersey’s labor-law suit against a trucking school, the U.S. trucking workforce is being reshaped on multiple fronts at once. The result is a rapidly shifting compliance landscape that is beginning to affect carriers, state agencies, and training programs across the country.

Texas Launches Interstate 40 Immigration Sweep

A multi-agency operation in the Texas Panhandle pulled 31 commercial drivers off the road in a surprise daylong sweep led by DPS, ICE, HSI and FMCSA. All were removed for lacking lawful residency.

Texas Governor Greg Abbott said most detained drivers held California-issued CDLs, a detail that links the sweep to ongoing federal concerns over non-domiciled credentials. California is currently under pressure to verify the residency status of 24,000 CDL holders, with federal officials warning of possible funding penalties for states that fail to comply.

Texas itself faces scrutiny: an FMCSA audit found a 49% failure rate in the state’s issuance of non-domiciled CDLs and CLPs. FMCSA ordered Texas to review and potentially rescind improperly issued credentials.

Similar operations have taken place recently in Oklahoma, Indiana, and New York, where agents arrested an additional 30 undocumented CDL holders.

Mississippi Signals Aggressive English-Language Enforcement

In Mississippi, state officials reported that 311 commercial drivers have been removed from the road for failing to meet federal English Language Proficiency (ELP) standards. Another 145 drivers were referred to ICE.

The crackdown follows a 2025 executive order reinstating ELP noncompliance as an out-of-service violation. Nationwide, DOT Secretary Sean Duffy said 7,248 drivers have been sidelined for English violations since the rule change—marking the most aggressive ELP enforcement in nearly a decade.

Mississippi officials praised similar operations in Nevada and Wyoming, framing the campaign as a national effort to restore minimum communication standards for safety-sensitive roles.

California Faces Political Pushback Over Non-Domiciled CDL Revocations

As enforcement increases, political backlash is emerging, particularly in California, where the DMV is preparing to revoke 17,000 non-domiciled CDLs to comply with federal rules issued in September.

State Assemblymember Jasmeet Bains has sharply criticized the move, arguing it unfairly targets Sikh and Indian drivers, who make up a significant share of California’s trucking workforce.

Bains is calling on Governor Gavin Newsom to block the revocations, warning of economic and social consequences for immigrant families who sustained supply chains during the pandemic. The governor’s office has not yet commented.

CDL Crackdown Extends to Training Schools

While enforcement is increasing on active drivers, states are also tightening oversight of CDL training programs. In New Jersey, authorities announced a $345,000 settlement with Jersey Tractor Trailer Training, Inc. over misclassification of CDL instructors.

Prosecutors said the school misclassified at least 30 instructors, failing to provide proper wages, overtime, sick leave, and benefit contributions.
Attorney General Matthew Platkin called the case:

“another important victory in the fight against worker misclassification.”

The action shows how regulators are widening their focus, scrutinizing not only who holds CDLs, but how those credentials are taught, issued, and supported.

CDL enforcement has moved from quiet administrative oversight to a national priority, touching immigration, language proficiency, state licensing compliance, and labor standards simultaneously. Texas sweeps, Mississippi’s ELP removals, California’s political fight, and New Jersey’s training-school settlement all point to the same reality: the regulatory floor for CDL compliance is rising quickly.

For carriers and brokers, the next several months will bring continued volatility as states respond to federal pressure, legal challenges intensify, and enforcement operations expand.
